Congress bypassed to appoint Swift Boat donor

Corruption, thy name is Bush.

President Bush named Republican fundraiser Sam Fox as U.S. ambassador to Belgium on Wednesday, using a maneuver that allowed him to bypass Congress where Democrats had derailed Fox's nomination.
